Energy companies in the East Coast Gas Market (including Victoria, South Australia and New South Wales) are regulated by the Australian Energy Regulator (AER) – this ensures that the investments companies make, and the amount they charge, are reasonable and fair.

Jemena can only charge what the AER determines is a fair amount. Jemena's charges are included in the bill that customers receive, and this revenue is collected by energy retailers who will in turn pass the costs onto customers. In NSW, Jemena’s portion of the bill that customers receive is approximately 35%.

To set the amount of revenue that Jemena can collect over the 5-year period, the AER sets a pricing control. All gas distribution networks in Australia are regulated via a price control called the weighted average price cap.

The AER released an issues paper in May 2023 outlining the challenges, and how there is an uncertain future for networks and their customers.

The pricing measures are complex and relate, broadly speaking, to who bears the financial risk, how fair are the measures to customers and to Jemena, and how they can help create a certainty of gas supply into the future.

Through this engagement, customers can understand the role of tariffs and have a say in how they would prefer to pay for gas distribution services.

Our workshop program with customers and stakeholders is in three stages - from June-August 2023, from November-December 2023 and the third stage from February-May 2024.
